There were 100 Oakland Education Representatives present.

45 minutes added to Rep Concerns, Officers’ Reports, New Business, and Executive Director’s Reports.  Unfinished Business reduced to 15 minutes.

Rep Minutes of 11/4/02 (Miele  - Balderston)

Approved with one change: Eric Heins is a NEA Director.

 

Rep Concerns: Voc Ed and ROTC Staff status change (OEA position-reject decision); Voc Ed and ROTC issue reemphasized (timing strange during budget crisis) - affected member spoke; Stip Sub who calls sub line every morning can’t get through and must also serve as

Rep Concerns Cont.

an IA and Sub in Special Day Class (violation probable); API raise at Laurel School applauded; Special Ed Staff cuts affecting students (opposition of cuts encouraged by Quintana, who said OUSD managed Spec Ed horribly with about $26 million over spent.  OUSD is going after Spec. Ed to save money; A unit member encouraged all to use every resource possible to oppose OUSD decisions, especially tenure status (Voc Ed must be protected, not everyone goes to college); STRS reduction without explanation; Subline - cannot choose own sub; Cuts should start with OUSD positions; Adult Ed under fire, Quintana said split shifts not in contract; Quintana said Voc Ed solution could be to make status probationary forever; Money problem tied to ever changing textbooks, Quintana said bring unused textbooks to school board meeting; Fremont High has rats and mice, Administration says kids eat food here, what do you expect?; Gatekeeper policy reconsidered; Call school board members to voice concerns; Prior evaluations carried over to next year; Act together to get things done; CBEST clarification (everyone after ‘83 required to take it for any credential).

President

·        Priorities 

Strategy to ensure current contract needed now, danger of receivership.  ‘01 ‘02 OUSD deficit - $40 million, plus another $40 million (borrowed).  ‘02 ‘03 OUSD deficit - $40 million.

Altogether - $120 million (maybe low number).

Money is gone; cuts possible .  Come out in numbers to oppose.

We must maintain existing contract and grieve violations.

Paychecks are tied to ADA.  We are a declining enrollment district and jobs could be in jeopardy with low enrollment.  Members were urged to call to find out where absent children are.

 

Bob Mandel warned to not hastily negotiate a contract.  President Quintana said we shouldn’t equate haste with ratification.  Mandel went on to say we should get radical and find money.  He suggested a march on City Hall to demand $70 million.  He suggested a municipalized PG&E.  Under Union control, what money can we demand to bail out OUSD?

 

·        Unaudited Actuals (pink sheet dated 2001-2002)

State does not allow us to go bankrupt but state has no money.

We are on the verge of state takeover.

Come to school board meeting on 12/11, bring info to make case.

Bargaining Update

We are holding tight to Language.

We will demand that the District look at Settlement Package seriously and in a timely manner.

If OUSD can’t give us money, they must provide acceptable working conditions.

 

1st VP

·        Plan to confront crisis must be formulated and will be.

·        High number of OEA Site Reps elected.

·        Measure B worth organizing over to get all we can get out of it.

·        Cluster system presented to mobilize Reps.

·        December OEA Calendar distributed. 

Remodeled OEA Center Grand Reopening and Annual Toy Drive (12/13/02, 4-7pm).

Secretary

·        OEA Executive Board Minutes of 8/22/02, 9/5/02, 10/17/02, and 11/7/02, accepted with one change to be made in minutes of 8/22/02.

 

Executive Directors’ Report

Bruce Colwell answered questions:

Budget numbers were just rolled out as though they were real numbers.  OUSD spent more than they had.

Arbitration Award on Class Size is final.  There is question as to whether OUSD is violating the spirit of the decision.

Fiscal law regarding Class Size Overages coming.

Overage figures are replaced by current award.

An Administrative team (not in OEA union) currently teaches regularly.  This can’t happen.  If anyone is aware of such practices, OEA needs to know immediately.

 

 

 

 

New Business

 

NB 1  (Kappner – Airgood)

·        That the OEA support the Pledge Campaign and Call to Action for a March on Washington in Defense of Affirmative Action to coincide with the U.S. Supreme Court hearing of Grutter v Bollinger.

The Motion Passed.

 

NB 2   (Thomas - Henry)

·        That the OEA donate toys from the Toy Drive (OEA) to the Mother Mary Ann Wright Foundation, Court Appointed Special Advocates, and AIDS Project of the East Bay.

The Motion Passed.

 

NB 3  (Airgood – Kappner)

·        That the OEA write a letter to the Governor and State Legislators opposing any budget cuts to schools.

The Motion Passed.

 

NB 4  (Hutchinson – Mordecai)

·        That we return to the 4-6pm time frame for Rep Council while bringing motions through the committee system as modeled by CTA.

The Motion Failed.
