There were 111 Reps present:

 

Board members present:  Quintana, Visnick, Durando-Traylor, Mandel, Gordon, Allen, Ellis, Mordecai, Balderston, Turner, Ough, Swayne, Wong, Gorham, Griffin (5:50), Mandel

 

I.          Call to Order:            President Quintana called the meeting to order at 4:10 pm.  The agenda was approved as amended to move the Officers Reports ahead of Rep Concerns.  The Board members, Officers, and new Reps were acknowledged.  President Quintana introduced the Mission Statement of OEA.

 

Guest Speaker:            Todd Simpson, VALIC financial advisor, one of OEA’s preferred providers, presented a report. 

 

II.            Minutes:           The minutes of June 3, 2002 were approved.

 

III.            President’s Report:            President Quintana explained the sign-up form for the October 7, 2002 meeting; that OEA is now working on Grievance 2002-05; the flyers for “Leave No Child Behind”, “Good Teaching Conference” and the health benefits newsletter.  She acknowledged the OEA staff that were present.

 

President Quintana updated the Reps on the remodeling process.

 

First VP’s Report:   Ben Visnick presented a recommendation to use the membership assistance fund and pay back the dues in order to make the construction payment.  He suggested recovering funds earlier by a CTA dues advance. 

 

2nd VP’s Report:  Trish Gorham stated that she would have solid documentation by October 15 on how using the $64,000 from the dues in July 2003 will balance the $38,000 we are short now. 

 

Treasurer’s Report:  Renee Swayne said that we must work together to tighten the budget and (re)move monies from categories, especially when motions are approved.

 

Moved by Ben Visnick and seconded by Renee Swayne that the Rep Council authorizes OEA to use the funds in the Membership Assistance Fund to pay for the building costs that are due by October 15, 2002.  The Association will prepare a schedule to replace the funds with the current interest rate by September 30, 2003 using dues already authorized by the Rep Council (which will not be collected before June 30, 2003).  The Officers and the Executive Board will make every effort to find other sources of money to offset the amount necessary.

 

At the next Rep Council meeting a detailed accounting report will be presented by Renee Swayne, Treasurer.

 

The motion passed.

 

IV.       New Business:

 

NBI #1—Moved by Yvette Felarca for the President to send a letter to oppose the elimination of guarantee of admission in the California Master Plan for the state.  The language of the proposed 2002 Master Plan for California education would eliminate the guarantee of admission to the top one-eighth and one-third of each high school graduating class for the University of Californian and California State University respectively.

 

Motion passed in favor of listening to the motion although it does not affect the body.

 

NBI #2 – Motion 1:  Moved by Craig Gordon and seconded by Bob Mandel that the President write a letter to the Labor Council stating that OEA supports the SF Labor Council in opposition to any US war against Iraq, and calls on unions and Congressional Representatives to publicly oppose this war.  That OEA endorse the "Stop-the-War" marches and rallies taking place in September and October.

 

Motion 2:  That OEA condemn any attempt by the government, at any level, to introduce troops or otherwise intervene in the contract dispute between the ILWU and the employers.  That OEA say "Keep the Government Off the Docks."

 

The Motions passed.

 

V.        Rep Concerns:

 

Janice Lord-Walker, Bargaining Chair, introduced the Bargaining Team and stated that language for the MOUs were being worked on.

 

President Quintana distributed the Class Size and Class Prep Awards and discussed it in detail.  The sign-ups for Rep Training were conducted.  A discussion followed explaining the training calendar, caucus flyers, waiver request forms, membership committee updates and nominations for secretary.  A raffle was conducted by 1st Vice-President Visnick.

 

Motion by Jim Mordecai to support the recommendation of the PIC for endorsement of Jean Quan.

 

The motion did not pass

 

Motion to extend the clock 15 minutes.

 

Motion passed.

 

Happy Birthday was wished for Clarence Johnson, followed by a song.
